Duties of Officers, Division Directors,
Committee Chairs and Division Council

1. Chair
A. Act as chief executive officer of the Division.
B. Coordinate activities with the North Carolina Bar Association and stimulate participation in bar programs by Division members.
C. Serve as a member of the Division Council.
D. Schedule the orderly presentation of business and preside at all Division Council Meetings.
E. Appoint, with the advice and consent of the Division Council, committees to plan and carry out the policies and programs of the Division, and oversee all committee activities.
F. Appoint Division Directors.
G. Appoint a YLD District Representative for each Judicial District in the State.
H. Report to the Board of Governors of the North Carolina Bar Association on the activities and programs of the Division.
I. Maintain an active liaison program with the North Carolina State Bar.
2. Chair-elect
A. Plan a program for the coming year and have it ready to be put into operation upon assuming office as Chair.
B. Serve as a member of the Division Council.
C. Chair the Annual Planning Retreat Committee.
D. Act in place of the Chair during any absence.
3. Secretary
A. Keep appropriate minutes of the meetings of the Division Council and distribute copies to all members within thirty (30) days after each meeting.
B. Serve as a member of the Division Council.
C. Prepare and maintain an active file of all current policy directives of the Division Council.
D. Gather reports from all committee chairs prior to each regular Division Council Meeting and make adequate copies for advance distribution to the members of the Division Council.
E. Recognize and express, through appropriate resolution, appreciation to those persons and institutions making substantial contributions to the Division and its program.
F. Collect and assemble information and materials concerning the projects of the Division for use in preparing appropriate award of achievement applications for submission to the ABA Young Lawyers Division.

4. Division Directors
A. Function as a liaison between the committee chairs and the Officers.
B. Oversee all committee activities and maintain contact with committee chairs to ensure the goals are being met on a timely basis.
C. Attend at least one meeting of each committee for which the Director is responsible, coordinating periodic meetings of all committee chairs with their Director. In lieu of attendance, participate via conference call.
D. Advise the Division Council of needs and programs being conducted by committees under the Director's supervision.
E. The duties listed below will be assigned to individual Directors at the beginning of each Bar year. These duties include:
1. Coordinate meetings of the Division Council and activities for the Annual Meeting, including planning each Division Council Meeting.
2. Prepare a report to the Division Council regarding the NCBA requirements for obtaining CLE credit for seminars and coordinate YLD CLE programs.
3. Prepare a report for the Division Council regarding available funding sources, including the NCBA Endowment, IOLTA and ABA grants. In conjunction with the report, maintain a tickler system notifying all Division Council members of time schedules and deadlines for grants.
4. Maintain and update the YLD library.
5. Assist with the placement of Judicial District Representatives and act as a liaison between the Division and the ABA/YLD.
6. Coordinate assignments and deadlines regarding YLD publications, including the YLD Newsletter and Law Student Bulletin.
F. Serve as members of the Executive Committee.
G. Assist the NCBA Staff Liaison to the YLD in obtaining all quarterly reports, and be prepared to report on committees which do not timely file quarterly Division Council reports.
H. Assist in the development of new committees and projects.
I. Complete interim Division Director reports.

5. Committee Chairs
A. Prepare a written plan and timetable for accomplishing the goals of the committee for the year.
B. Forward a copy of the plan to each committee member with individual assignments and instructions.
C. Set deadlines for each phase of the plan and follow up on each assignment to see that the committee members accomplish the work on time.
D. Advise the Division chair of the need for additional members and recommend individuals for appointment, particularly where special knowledge is helpful.
E. Undertake the study of any problem within the general scope of the committee's purpose and suggest expansion or reduction of the activities of the committee.
F. Prepare a full written report of committee activities and forward it to the Division Chair and Secretary prior to each meeting of the Division Council.
G. Maintain a complete file of correspondence and exhibits reflecting the work of the committee and furnish the Secretary with a report of committee activities for use in preparing the award of achievement applications.
H. Prepare a final report for presentation at the Annual Meeting session which summarizes the activities for the year and includes recommendations for committee activities and a chair for the coming year, and furnish copies thereof to the Division Council.
I. Make committee files available to subsequent committee chairs.

6. Judicial District Representatives
A. Act as liaison between the individual young lawyers and the young lawyer affiliate organizations in their Judicial Districts and the Division.
B. Maintain active and frequent communication with the young lawyers and young lawyer affiliate organizations within their Judicial Districts and report to the chair of the NCYLD Coordinating Committee.
C. Work with the NCYLD Coordinating Committee to encourage young lawyer affiliate organizations in their judicial districts to sponsor programs developed by the Division.
